O Renave permite a transferência eletrônica de propriedade e controle entre lojistas e reduz os valores de taxas - Foto: Agência Brasil
Simplificar, reduzir os custos e desburocratizar o serviço de transferência de propriedade de veículos. É o que prevê o Registro Nacional de Veículos em Estoque (Renave), lançado nacionalmente no início do mês. Com ele, quem comprar um automóvel na loja revendedora ou concessionária poderá sair com o veículo já transferido para seu nome em qualquer hora do dia e da semana.
O Renave permite a transferência eletrônica de propriedade e controle entre lojistas e reduz os valores de taxas e até mesmo a supressão de cobrança de serviços considerados muitas vezes desnecessários. Esse sistema público digital ajuda, por exemplo, o estabelecimento a comunicar a compra e venda de veículos e a checar em todos os sistemas para saber se há eventuais débitos ou restrições.
Além disso, a loja não precisa reconhecer firma no cartório, pois a validação das assinaturas se dará por meio da certificação digital, e há uma comprovação de estoque como garantia real para renegociação de dívidas junto às instituições financeiras.
É mais segurança no processo de transferência e facilidade na vida do cidadão, como explica o secretário do Governo Digital, Luis Felipe Monteiro. “Com o Renave, o comprador de um automóvel, de uma moto ou um outro veículo sai automaticamente da concessionária ou da revenda que fez a venda com a transferência desse veículo para o seu nome, sem precisar se deslocar a um Detran, sem precisar ficar em filas, autenticar documentos. É assim, simples e fácil. Tudo digital.”
Governo Digital
O Renave faz parte da estratégia do Governo Federal de digitalização de serviços públicos. “O Renave está alinhado à estratégia de Governo Digital 2020/2022, na qual objetivamos ter, até o fim de 2022, 100% dos serviços públicos em canal digital. O Renave, por meio do gov.br, identifica o usuário cidadão que está fazendo aquela transação e, com segurança, garante a transferência do veículo de forma rápida e simples e totalmente digital”, acrescentou Luis Felipe Monteiro.
O sistema é do Ministério da Infraestrutura e foi desenvolvido pelo Serviço Federal de Processamento de Dados (Serpro).
Como Funciona
Segundo o Ministério da Infraestrutura, após a adesão do Detran ao Renave, a concessionária ou revendedora deve fazer o cadastro no Sistema Credencia, que autoriza automaticamente as empresas para utilização dos serviços eletrônicos do Denatran. O acesso à plataforma exige certificado digital.
Depois do cadastramento, a empresa terá os sistemas integrados, via interface de programação de aplicativos desenvolvida pelo Serpro, às bases do Detran e da Receita Federal do Brasil.
Quando for efetuada uma venda, por exemplo, basta fazer o registro on-line e a interface de programação de aplicativos comunica automaticamente a transferência da propriedade aos órgãos competentes e valida a nota fiscal eletrônica na base da Receita Federal.
A adesão ao novo sistema é voluntária. Ou seja, o Renave não será de uso obrigatório pelos estabelecimentos de comercialização de veículos automotores, que poderão continuar a gerir os estoques de forma manual.
