Educação do Piauí se reinventa para garantir acesso ao ensino público de qualidade
O estado avançou nos índices para diminuição do analfabetismo e foi destaque em âmbito nacional no ensino fundamental.
Em 2020, alunos, professores, pais e gestores precisaram se adaptar à realidade do novo coronavírus (covid-19), uma doença ainda desconhecida que obrigou grande parte da população piauiense a viver em isolamento social, trazendo grandes mudanças e adaptações à rotina escolar.
A Seduc autorizou a redução das equipes de trabalho e a execução de suas atividades em regime de teletrabalho (home office) com o uso do Sistema Eletrônico de Informações (SEI) e outras formas disponíveis de trabalho remoto para estimular o isolamento social. Com isso, todos os setores da secretaria passaram a realizar o atendimento administrativo ao público de forma virtual.
Desde o dia 19 de março, cerca de 228 mil estudantes da rede estadual, das 658 unidades escolares, nos 224 municípios, tiveram as aulas presenciais suspensas e, apesar da distância entre professores e estudantes, 88,82% dos estudantes matriculados na rede estão acessando as atividades remotas de forma virtual ou por meio de material impresso, de acordo com as informações cadastradas pelos professores na plataforma iSeduc.
Os dados consideram as informações cadastradas pelos professores na plataforma iSeduc e mostram, ainda, que 42,40% dos estudantes mantêm contato com escolas em grupos de WhatsApp; 24,49% recebem material impresso; 12,52% em grupos no ClassRoom e 9,41% por outras formas de contato como ligações telefônicas, aulas presenciais e demais aplicativos de comunicação.
Apesar de todas as dificuldades, a Seduc buscou assegurar que o conteúdo curricular dos estudantes fosse aplicado, fazendo a transmissão de aulas remotas pelo Canal Educação, realizando formações de professores, entregando material pedagógico aos estudantes, além do Preparatório Enem e revisões do Pré-Enem Live. As escolas também tiveram total autonomia para planejar e implementar novas estratégias de acordo com suas especificidades.
O secretário de Estado da Educação, Ellen Gera, vê como positivo o aumento do número de alunos com acesso às atividades não presenciais. “Esse aumento é reflexo do esforço que diretores e professores vêm fazendo para continuar com as aulas e, principalmente, não perder o vínculo com os estudantes. Dentre essas ações podemos destacar as campanhas de Busca Ativa, entrega de kits de alimentação escolar e distribuição de material impresso”, destacou o secretário, ressaltando que a Seduc continua trabalhando para que nenhum aluno fique para trás.
Ao longo do ano, a Seduc vem aperfeiçoando a plataforma de monitoramento dessas ações para saber se as atividades estão chegando e como estão chegando aos alunos. Em parceria com o Instituto Unibanco, foi criado um Painel de Monitoramento que traz dados atualizados sobre o acesso dos estudantes da rede às aulas remotas. O painel pode ser acessado pelas Gerências Regionais de Educação, que conseguem enxergar seu conjunto de escolas, e a escola vê seu conjunto de turmas. Dessa forma, as escolas sabem quais alunos não tiveram acesso e podem traçar estratégias para resgatá-los. “Nosso grande objetivo sempre foi reduzir o impacto da suspensão das aulas presenciais e manter o engajamento das escolas para reduzir evasão escolar no retorno às aulas presenciais”, explicou secretário Ellen Gera.
Canal Educação
Confirmando ser uma ação de sucesso em todo o Piauí, o Programa de Mediação Tecnológica da Secretaria de Estado da Educação, Canal Educação, registrou 3.178.026 acessos de janeiro a novembro de 2020. O programa transmite aulas remotas ao vivo por meio da plataforma do Canal Educação, YouTube, Facebook e Podcast.
O relatório, divulgado na última semana pela Coordenação de Operações do Canal Educação, mostra ainda outros números positivos. No total, 9.325 aulas foram transmitidas ao vivo para as ofertas do Ensino Fundamental, Médio, Educação de Jovens e Adultos (EJA), Cursos Técnicos e Enem (Preparatório e revisão). Já em relação ao material produzido: vinhetas, cartelas, slides, documentos e planilhas, o relatório registrou a quantidade de 21Tb (Terabytes) de arquivos.
No YouTube, o Canal Educação possui 28,6 mil inscritos e 852.825 visualizações, com aulas sendo transmitidas ao vivo nos turnos manhã, tarde e noite, de segunda a sexta-feira e aos domingos
Alimentação Escolar
A Secretaria de Estado da Educação realizou a distribuição de kits alimentares para os alunos da rede estadual. Até o momento foram beneficiados 206.048 estudantes em 651 escolas, num investimento de R$ 5.153.550,00.
O kit alimentar é destinado aos estudantes da Educação Básica (Ensino Fundamental, Ensino Médio e Educação de Jovens e Adultos – EJA). A aquisição é custeada com recursos provenientes do Programa Nacional de Alimentação Escolar (Pnae).
Cada escola é responsável pela montagem e distribuição dos kits, que contêm gêneros alimentícios não perecíveis e 30% de produtos oriundos da agricultura familiar.
Formação de professores
Devido à pandemia, a Seduc passou a promover a formação continuada de professores e demais profissionais da educação também de forma remota. O programa “No Chão da Escola”, realizou 33 cursos com cerca de 65 mil acessos.
Foram implementados cursos virtuais de ferramentas tecnológicas, do iSeduc, aplicativos para aulas, atividades escolares, ensino remoto e ensino híbrido. Formação em protocolo biossanitário para o retorno às aulas presenciais. Também foi trabalhado o aspecto emocional dos professores, com a parceria com o Instituto Península e a disponibilização da plataforma Vivecer.
Retorno das aulas presenciais
Pelo menos 155 escolas da rede pública estadual de ensino retomaram as aulas presenciais em outubro para os estudantes da 3ª série do Ensino Médio e VII etapa da Educação de Jovens e Adultos (EJA). Foi e está sendo um processo gradativo e, para isso, as escolas da rede estadual precisam apresentar um plano pedagógico, além de seguir todas as orientações previstas nos protocolos sanitários de prevenção ao coronavírus, já estabelecidos pelas autoridades em saúde.
O retorno não é uniforme, já que as escolas têm realidades diferentes e algumas precisam de um pouco mais de tempo para se adaptar. A prioridade da secretaria foi sempre garantir a segurança de todos e, por isso, trabalha com o modelo híbrido, com poucos estudantes em sala de aula e apenas naquelas escolas que tiverem condições de cumprir os protocolos.
Combate ao analfabetismo
O Piauí também avançou nos índices para diminuição do analfabetismo. Segundo o IBGE, os índices de escolaridade do Piauí são superiores aos do Brasil em todas as faixas etárias. Na rede pública de ensino, das pessoas entre 6 e 14 anos no país, cerca de 98,7% frequentam a escola. A taxa de escolaridade entre os jovens brasileiros de 15 a 17 anos chega a 93,5%.
O Estado reduziu em 14% o índice de analfabetismo entre os idosos com 60 anos ou mais de idade, e entre os mais jovens a proporção de analfabetos no Piauí diminui. Ao considerar as pessoas a partir dos 15 anos de idade, a taxa de analfabetismo caiu para 16% no Piauí, o que indica que os mais jovens estão tendo mais acesso à educação.
Ideb
Piauí é o terceiro estado do Nordeste com melhor nota no Ideb 2019 no Ensino Médio. É o que apontam os dados divulgados, nesta terça-feira (15), pelo Ministério da Educação (MEC). Considerando as escolas públicas, o Estado teve média 3.7 no Ensino Médio, ficando atrás apenas de Pernambuco, 4.4, e Ceará, 4.2, respectivamente.
Segundo o Ideb 2019, o crescimento da rede pública estadual do Piauí é o maior registrado desde que o indicador foi criado, em 2005. Com uma expansão de 0,4 pontos, ou seja, crescimento de 12% em relação a 2017, o Ensino Médio da rede estadual, que representa 461 escolas e aproximadamente 95 mil estudantes, atingiu 3.7 pontos, em 2019, subindo da décima sexta posição para a décima quarta colocada no país.
“No geral, os estados tiveram resultados positivos no ensino médio, mas apenas oito mudaram de posição no ranking e o Piauí foi um deles. Esse resultado comprova nosso histórico de crescimento contínuo, somos o Estado com terceiro maior crescimento em qualidade de Educação do Brasil. Saímos de 2.3, em 2005, para 3.7, em 2019, uma evolução de 62%”, avalia o secretário de Estado da Educação, Ellen Gera.
De acordo com o resultado, o Piauí também cresceu no que diz respeito ao desempenho dos estudantes. De 2017 para 2019, a aprendizagem cresceu 10 pontos em Matemática e 15 pontos em Língua Portuguesa.
A educação piauiense obteve resultados de destaque em âmbito nacional no ensino fundamental, no que diz respeito ao Índice de Desenvolvimento da Educação Básica (Ideb).
Nos índices registrados nos anos iniciais, 67,3% dos municípios conseguiram alcançar o Ideb 5,9, em 2019, superando a meta nacional de 5,7, considerando tanto as escolas públicas quanto as particulares.
Na educação do Piauí houve o crescimento com equidade, enquanto rede pública, considerando o ensino estadual e municipal. A meta total para a rede pública do Piauí nos anos iniciais era 4,6 e foi ultrapassada, atingindo 5,4, sendo oito escolas igualando e superando a meta nacional.
Para os anos finais, a meta foi ultrapassada com 4,6 diante do índice anterior de 4,2 no estado, assim, quatorze escolas estaduais obtiveram Ideb acima da meta nacional. Na rede estadual, cerca de 34 escolas que ofertam o ensino fundamental anos finais atingiram e superaram a meta nacional.
Ações com os municípios
Diante da pandemia do novo coronavírus, a Seduc estreitou as ações com municípios e Undime disponibilizando as formações e aulas pelo Canal Educação integrado ao Mais Aprendizagem. Os municípios também poderão participar das avaliações para medir o desempenho dos estudantes da rede. Em 2020, a formação passou a ser ofertada para os professores de todas as áreas do conhecimento e Componentes Curriculares, com temáticas focadas nas metodologias ativas.
Conectividade
O Piauí é o primeiro estado do país a distribuir chips com internet aos estudantes da rede estadual com gestão de conteúdo. Serão entregues aos alunos mais de 180 mil chips, sendo 140 mil com tecnologia 4G da Claro e outros 40 mil da operadora VIVO. Os alunos terão mensalmente 20 GB de internet.
Não só ampliar as possibilidades de acesso aos conteúdos e atividades on-line, a Seduc vai garantir que o aluno realmente esteja utilizando a internet para fins educacionais. Para isso, será utilizada uma solução inovadora que facilitará a gestão de dados pela Secretaria de Educação e a comunicação entre professores e estudantes.
A ação, realizada em parceria com a Embratel e Claro (presentes em 170 municípios), teve como objetivo garantir que os estudantes matriculados na rede estadual de ensino tivessem acesso à internet diante do cenário de pandemia e de aulas remotas. Os chips da operadora Claro adquiridos possuem tecnologia 4G e pacote de dados de 20 gigas mensal para que os alunos tenham acesso aos conteúdos educacionais disponibilizados pela Seduc em plataformas digitais de videoaulas, Canal Educação, Pré-ENEM Seduc, bem como o aplicativo iSEDUC Aluno, onde são disponibilizadas as aulas produzidas pelos professores.
